uninstall XP SP2 - Getting Access Is Denied?

I'm trying to remove XP Pro SP2 from the Add/Remove Programs and Close to
the end of the uninstall it gives an Access Denied Error Message.

Googling the error seems to only come up with issues referring to Install...

Any Suggestions?

Scott;
Reboot to Safe Mode and then try it.
Reboot tapping F8 each second.
Select Safe Mode at the menu.
Log in as Administrator.

Also if you post details necessitating the uninstallation of SP-2 someone
may be able to give you a solution better than uninstalling SP-2.

I've rebooted in Safemode and logged in as the Local Administrator.

I'm still getting the same results.

I need to remove SP2 as I am redeploying the Laptop to an Engineer who needs
to Sun Simantic S7 Step 7 Software in Conjunction with Simatic.Net.
Simatic.Net v6.2 is not supported on XP Pro SP2. It will not work with SP2.
The Fix for Simatic.Net is due out int eh Summer. Its a German Software
Package for Communicating with Siemens PLCs via Ethernet. .
