unicode table for 2 bytes for charset 204

I have an application that use cirillic font.
Therefore my software works with unicode table and it uses charset
204.
With windows XP profession my application works right.
With XP Embedded doesn't works.
Which component I must to add?
I think the MUI but I doesn't understand in the target designer which
components and which settings.
