unfloating a section break

I am creating a letterhead and I would like to write protect my header and
footer. But when I do this, I can’t seem to keep the section break for the
footer from floating. The break (I’m using a continuous break) keeps moving
down with every new line. How do I fix the section break so that I can
specify the section that I want protected? Thanks.

Alternatively, a Continuous break at the very top of the document will
protect both as well, I believe.

Note, however, that just putting material in the header and footer (along
with user training) is usually sufficient if all you want to do is prevent
inadvertent deletion of the header/footer content. To pretect against
intentional tampering, then of course other measures are necessary.
