"unexpected error has occured"

I have an EXCEL file linked from a web page. The EXCEL file opens without
difficulty.
The hyperlinked cells (Row 2) point to *.pdf files, which give me an error
"unexpected error has occured" when attempting to open.

Please evaluate only cells E2 and G2 as these paths I manually typed into
the EXCEL cell setup. I typed in the urls pointing to the *.pdf files in
http://www.frankdillman.com/political/2009regsession/HB81.pdf and HB120.pdf
respectively.
