trying to format slide design template to show underlining at the bottom of
the title area to separate from rest of side. can't find intuitive way to do
so (as is so easy in word, etc.).

I'm taking it that you don't mean underlined text but a line below the title
area and pretty well right across the slide?

View > master >slide master and with the line tool draw in the line you
want. It will show on all slides

Another way to do it is to go to the master and adding a bottom border to
the title placeholder.
