Unblocking active content

I'm testing an HTML web page with a Flash FLV file embedded in it, but each
time I preview the file in the IE browser, I get the information bar in IE
telling me that the active content has been blocked. Which setting do I
tweak to stop this so to allow active content to run on my IIS site on my
notebook.

Note that the following address is displayed in the browser address bar:

C:\Inetpub\wwwroot\Julian's notebook's web site\index.htm

tools>internet options>advanced>allow active content on my computer might do
it. Not sure bit it's easy enough to find
