Unavailable or corrupted SHELL32.DLL

Norton Utilities diagnostic software is giving me the
following message which it rates as a medium problem:

C:\PROGRA~1\PowerQuest\PartitionMagic 8.0
\RESCUEME\DOSYSTEM\LABEL.PIF
The icon C:\WINDOWS\SYSTEM\SHELL32.DLL cannot be used. The
icon file might have been deleted or the .DLL might be
corrupt.

I use PowerQuest Partition Magic V8.0 and Windows
Professional (updated to SP4). It doesn't have a Windows
directory. The file SHELL32.DLL is in WINNT\SYSTEM32. I
have been trying fixes to eradicate the problem but to no
avail. I would be very grateful for any ideas.

I believe the pif file must be trying to use an icon in shell32.dll. I would just ignore it. It doesn't mean any functionality is lost. But if you want to get rid of it, have you tried just making the folder structure that Norton is telling you, C:\Windows\System32 and put your shell32.dll in there yours is in C:\WINNT\system32? Just copy it over. You could also look in the registry for "C:\Windows" w/o the quotes and just change it to C:\WINNT if found.and trhe entry in the registry corresponds to LABEL.PIF
