Unattended install question

I have created a bootable unattended install cd that enters the cd key and
other information without any user prompts. It works just fine when I boot
to the cd and do a new install.
However, I want to use the cd to "upgrade" Windows 98 and Windows 2000
systems without having to enter all this information and to have the
installs uniform. When I use this cd on a computer running 98 or 2000 and
select the upgrade option, it prompts for the cd key instead of using the
unattended information. This is when the operating system is running and I
insert the cd and it autoruns. This is the way I need to do several
upgrades.
Any suggestions would be appreciated.
By the way, this is a legal volume license I'm using.

Its been a long time since I did this, but I'm thinking you need to
make a new setup file.
