Unable to use scrolling or function keys in booting.

My computer was working fine when it was last shut down, but now when I turn
it on the display monitor I can't choose between the duel boot menu by
scrolling down or use the function keys such as F2, F8, F12, Enter key to go
to Safe Mode. I have to wait for the computer to boot, then everything work
fine on the desktop. Login is a problem. I'm running Windows XP Professional
on Dell. I have tried system restore which did not help. I have run chkdsk
in dos and no problems were found. Any ideas?

USB keyboard by any chance?

Yes, I am USB. A Belkin USB seven ports hub. I have try going direct to back
of the PC for connect with the same result. This only happens with the start
operation menu in booting in Windows XP when you first turn on the PC. After
initial start everything work fine on the desktop and applications.

I thought so. For many PCs, USB keyboards don't work under BIOS
control. Though there is often an arcanely named "legacy USB support"
in the BIOS that allows them to work. Of course, you need to get into
the BIOS first. Which means borrowing a PS2 keyboard.
