I can't update my norton anti virus by downloading from
internet.(it downloads but can't install ).

What kind of updates? Virus definitions? The program itself?

First make sure you downloaded the correct update and that it's for
the version of NAV you're using. Normally the virus definitions are
downloaded and installed using Live Update. The program updates
likewise are downloaded and installed automatically using Live Update.
