Unable to Uninstall Norton Internet Security 2002

My internet connection keeps dropping. Have to restart
computer to get back on again. After few minutes it drops
again. I tried to scan for viruses using Norton Antivirus
but this program keeps shutting down on me after couple
seconds. I cannot uninstall it, it keeps telling me that
the account user has to be logged on. OS is winXp I am the
account user logged in but there does not seem to be any
logins in NIS. I tried to load other antivirus software
but they need to have NIS uninstalled before installation.
I cannot reinstall NIS before uninstalling it first.
Any help would be appreciated.
