unable to set macro security to low

We have Access 2003 sp1. I can't set macro security to low and net admin did
not create a restrictive work group.

Why can't you? If you mean it doesn't appear in the menu, then reset the
Menu in customize.

Turns out there was a registry entry for ACCESS that set the security level
perminently to Medium. Deleted entry and it now allows change. This entry is
documented in knowledge base as a modification to the .mst file.
