unable to open outlook, folder set not openable, server not avail

outlook 2003 displays following message on trying to open the program

"unable to open outlook window. The set of folders could not be opened. The
server is not available. Contact your administrator if this condition
persists."

I have the administrative rights. Can anyone assist?
