Unable to open other users folder after server change

I wasnt sure if i should post this here or in exchange server, but since im
getting no errors on the server itself i thought i should start here.

We transferred all our mailboxes from server A to B. Made B the master
server and set B to have the master default address lists etc.
one month later we made a third server, and transferred all our mailboxes to
server C, transferred everything ever.
Now i dont know at which step in the process we had a problem, but now
nobody can open up another user's folder (not even the admins).

The error i get is "Unable to display the folder. The <folder> folder could
not be found." Ive made test accounts, ive used other accounts, admin, etc.
made mailboxes, nothing works.
We use exchange server 2003 (native mode) and outlook 2003.
Any advice? Thank you.

Next time, you could try crossposting to a few relevant groups all at once
in a single message. I'm adding microsoft.public.exchange.admin to this one
to cast a wider net.

How were the permissions conferred in the first place? Delegate settings in
Outlook? Full mailbox access on the server? Did you try manually doing that
again? Creating new profiles and testing after that?
