Unable to open Control Panel, Icons, Folders, Internet and Windows explorer

Ok I got a very tricky issue.
I am unable to open any folders, control panel or Internet Explorer. Everytime I click on the Icons or programs, the Icon flickers and nothing happens. I could click on it for hours and it just flickers and nothing. I booted up in Safe Mode and when I log in as the admin (only thru Safe Mode) I could then open up any folderI want . I went into the Control Panel and deleted every program or misc item that was not needed. I am still unable to select my icons or control panel when booted in regular mode... This just started happening about 1 week ago. Please help, this is some issue and I cannot resolve it.

I am experiencing exactly the same thing as Carlos and I
have scanned for viruses using the latest (i.e.,
yesterday) version of EZ AV from CA which I downloaded
from the link on the support.microsoft.com site, and
still nothing good has happenned.

I am unable to open the control panel, unable to launch I
Explorer, unable to launch windows explorer and thus
check directories and files.

Something wicked is going on, please help I am desperate.

Antivirus program are better at detecting viruses than spyware. Use an
anti-spyware program to check for adware, spyware and other similar bits.
Two good ones to try: AdAware from www.lavasoftusa.com and Spybot Search &
Destroy (http://www.safer-networking.org/index.php?page=download)

Download, install, update the programs. Then scan the system.

If using Internet Explorer: go to Internet Options> Advanced, uncheck the
box that allows third party browser extensions. Close all IE windows to let
that change take effect.

I followed the instructions of Sharon F.
I just solved it, I went to this site and downloaded
Spybot Search & Destroy.

system. I had +- like 157 things from outside, I never
authorized anybody but they were there.

You're welcome, Ed. I'm glad you have your troubles sorted out.

Spyware can sneak in along with 'free' software. It's usually mentioned in
the EULA but buried deep within the legal mumbo jumbo. Also, sites that
prompt to download and install activeX controls - the controls aren't
always necessary to view or use the site. Set the browser's security
settings to prompt for any of those downloads.
