Unable to obtain valid IP address

We have a Windows 2000 server that assigns IP addresses. We have two
subnets. When I setup a PC on the second subnet, it pulls a .0 IP address.
ex. 194.117.6.0 If I give it a static IP address, the PC works fine on the
network. All the PC's are Windows XP. I have tried ipconfig /release and
renew with no success. It is only on this subnet where the problem is
occuring. Help Please!

I modified the scope. Thanks, I'll see what happens next time I hook up a PC.
