Unable to obtain permanent license

I have a users home pc (XP home Ed) that connects through
our vpn then to our TS. They have a temp license
according to the license mgr. We purchased new licenses
so they would get a perm license but apparently that
didn't work. I have the system in my office on our domain
and I'm still unable to connect (hoping is was a home
router issue).

How can I get this PC to retrieve a permanent license? We
have plenty to give out.
