Unable to move or resize toolbars in taskbar

I am a Sys Admin, and therefore manage group policies. All of a sudden,
people can no longer move or resize toolbars in the taskbar! I have searched
for a policy to prohibit this, to no avail. I found a .vbs file from
KellysKorner that fixed the problem, but there are many things in this .vbs
script, and I want to zero in on the one location that fixed my problem.
Here is the script - can anyone clue me in on the registry setting(s) that
fixed my problem???

I know you've already checked to see if the Taskbar is locked, but I have to
ask. Normally Locked is the default setting.

Locked or unlocked - makes no difference. It wasn't even showing the
divider dots when unlocked. Something in this script fixed it, and I want to
key in on it for troubleshooting.
