Unable to Locate DLL Message

Hello,
I just downloaded window 2000 new pack. When I rebooted
computer, I got error message "c0000135 unable to locate
DLL...the Dynamic line Library WINSRV could not be found
in the specified load path."
Everytime this message comes up, the computer shuts down
to reboot.
Help!

I realize that you are using Windows 2000.
However can I still get you to review this article to see if this applies.
