Unable to locate component error message - rstrui.exe

I am unable to use "System Restore". I get an error message "rstrui.exe -
Unable to locate component. This application has failed to start because
framedyn.dll was not found. Re-installing the application may fix this
problem". (I also get this message when trying to run some other
applications.)
I thought one of my virus software packages might have removed the file but
can not find it in quarantine.
My WinXP came loaded in the PC - is there any way to re-install the missing
file?

Thanks my friend - that fixed the problem however now that I can access
System Restore I get a message after trying to go back to any restore date
that says after closing down and restarting
"Restoration Incomplete
Your computer cannot be restored to (date selected).
No changes have been made to your computer"
Any thought on this problem?

Bert:
Thanks for the help - it was the Symantic Norton Anti-Virus. You'd think
that they would warn a customer that it disables the System Restore.
