Unable to install AS because user is not in 'administrator group'

I can not complete the installation of AS 3.8 or 3.7.1 or 3.7, but 3.6 will
install.
I receive the following error message:
"Setup could not copy the file 'C:\Documents and Settings\Carl\Local
Settings\Temp IXP002.TMP\core\inf\wceusbsh.cat' (copy error -1). Restart your
desktop computer and run Setup again." That file is in
Checking on the MS site I get 'Article ID 825438' saying that "The user
account must have Administrator rights." And the resolution is to "add the
user account to the Administrators group."
At first, there was only one user account active (Guest is disabled) and it
was a computer administrator account set up when I installed XP. I tried
setting up a second user as an administrator and installing from that account
and received the same error. I can install other software and hardware with
no problems.
How do I get XP SP2 to recognize that the account is in the administrator
group?
Are there some folders/files that need modifying/deletion? A registry hack?

The simplest way is to logout and relogin as Administrator then install
the ActiveSync.
If you REALLY need to be a different user to install ActiveSync, then
follow these steps:

NOTE: You still have to login as Administrator in order to change user
membership.

1. On the Desktop, right-click on the Computer icon and select "Manage"
2. On the left pane, select the "Local Users and Groups"
3. On the right pane, double-click the Users item
4. Double-click on the user that you want to edit
Use the provided dialog to change the user membership.

I cannot logout and relogin as Administrator because the Administrator
account is not visibel from my login screen. There are only two accounts
visible when going to "Control Panel/User Accounts": Carl, which says it is a
'Computer administrator' and Guest, which is off.
Going to "Computer Management/System Tools/Local Users and Groups/Users"
shows six users:
Administrator, ASPNET, Carl, Guest, HelpAssistant, and SUPPORT...
The last three are 'x'ed out as disabled and 'Carl' is a member of the
Administrators group. ('Carl' was also a member of the Debugger Users, but I
just removed it as redundant. Was that my problem?)
So how do I get XP to recognize that 'Carl' is an administrator? Failing
that, how do I get Administrator to show up during login/relogin?
