Computer is unable to gain access to any type of secure
website. Eg. Hotmail, msn messenger, any banking sites.
Suggests problem with ActiveX, but even when windows
security levels are turned to low, problem persists.

First, run a virus scan with a current antivirus (post-2002 version
using updated definitions). Second, remove spyware with Spybot Search &
Destroy from www.safer-networking.org and Ad-aware from
www.lavasoftusa.com. Be sure to update these programs before running
them. These programs are free, so run them both since they complement
each other. It is best to run antivirus and spyware removal tools in
Safe Mode. Third, clear your cache and delete Temporary Internet Files.
Fourth, check to make sure that your level of security relating to
cookies is not set too high (I know you said you checked the security
level, but look specifically under the "cookies" settings).
