txtsetup.sif corrupt or missing, when load CDROM image on USB memory stick

In a attempt to boot off a USB memory stick device.
I prepared the memory stick to have ntldr, and freedos, and was able to
boot freedos, and nt without problems.

When I loaded the WinPE image which works on a CDROM USB bootable
device, I get the
following error on startup (after the image is loaded,)

INF file txtsetup.sif is corrupt or missing, status 14.
Setup cannot continue. Press any key to exit.

Any ideas, about this or what I need to do to allow me to boot off the
memory stick device.
(Keep in mind this EXACT set of files boots up WinPE on a CDROM
device.)

I thought I could just copy all the files with the correct ntldr and it
would work.

Whats up with this.
