Two problems

When accessing Control Panel and choosing to view
installed printers and faxes, the Control Panel fails to
respond.

Secondly, when turning off computer and going through
proper steps, a window comes up that says "hpcmpmgr.exe"
not responding.

How do I fix these two problems?

Some of HP's monitoring software is corrupted. The best
approach is to go to Control Panel, Add/Remove programs.
Remove any and all HP printer software & drivers.
Then unplug either the USB or Parallel port cable from the
back or side of the printer.
Reboot the PC - Open Printers applet and remove all the
printers (Right Click each Icon, Left click Uninstall).

You didn't mention which HP printer you have, but go to
HP's website and search for the latest driver set for your
particular model (Be sure to get the XP version).
Download the driver, run the installer package and then at
some point in the process it will ask you to connect the
printer to verify it's operation.

Side Note: It's best just to install the driver, but unfortunately
HP's installer will insist on installing Watchdogs & Startups
to help you Print. These will appear on the Taskbar down
by the time display each time you boot your computer.
