Two problems with publish command

I'm using FP 2002 on XP Professional. When I click the publish icon,
or click file/publish web/publish, I get the following error: "550
[filename]: permission denied". This seems to happen with all files I
try to publish (they're all standard htm pages and jpgs). However,
some files will publish OK if I click file/publish and then drag and
drop the file from the My Webs folder to the FTP server. I've tried
detect & repair but there's been no difference, and I can also publish
any file I like to my webspace via a separate FTP program using the
same FTP server address. What's causing the permission denial in FP?

The other "problem" is simply that I already had a great deal of web
pages in the My Webs folder when I installed FP2002 on my PC, so when
attempting to publish anything via FP it has marked all the files as
"publish" even though 90% of them are already on the web and I
probably won't update them, so they don't need to be published again.
I have marked all of these as "don't publish", but if I do change one
of these files, it's still marked "don't publish", even though I have
my options set to "published changed pages only". Do I have to keep
marking and unmarking the pages accordingly before publishing
(presuming, that is, that I can get the publish command to work
properly) or is there something else I should be doing?

When you first install or re-install FP, you must do a complete publish at
least one time before you can use publish with change page only selected.
