two of my systems seem to have a lask of security, please help!

I'm in the process of moving all the PC's on our network from a workgroup
environment to a domain...

The PCs are running XP Pro sp2. I installed all the updates today to bring
them current.

Two of the PC's I worked on today seem to be messed up.
I as I usually do used the Control Panel\System Properties\Computer
Name\Change... button. I changed to name and check the box and entered my
domain name.
I login as the user so their new profile is created, then I log in as myself
and move/copy files from their old profile to the new on that was created by
their domain login.
This all worked as usual.

I noticed the following:
The new user account can access all of the folders under "C:\Documents and
Settings\". They should only be able to access their own and All Users.
If for example I (I'm the Administrator\Domain Admin) right mouse click on
"C:\Documents and Settings" and choose properties there is no "Security" tab
and I don't think there was a "Share" tab either.
Logged in as one of the new users, I tried to open control Panel\User
Accounts and was prompted to enter a user account with privileges to open
it.
I tried opening Control Panel\Power Options and make a change but it says
the user doesn't have the rights.

I double checked the users membership on the domain and that seems correct.
I deleted the computer account off the domain and rejoined the computer to
the domain, do difference.
I thought to delete the users account but hadn't done that yet...
In addition to using the Change button I also used the wizard twice thinking
it might jar something loose...

The odd thing is it's happened to the two users I was doing today and I know
other users have worked correctly...
Why would the user have rights to the file system but not the items in
control panel?
These users where both (as were most all the other users) local
Administrators before I add them to the domain. All the new user accounts
are domain users.
Anyone have some words of wisdom on how to track down what's going on with
these PCs/User?
