TV Tuner not recognizing Direct X9.0

I have ATI TV Tuner card installed with DirectX 9.0
(installed DirectX before I installed any drivers for TV
Tuner card or video card)

I am running MMC 7.9 (also did clean install of PC and
tried MMC 8.9)
MMC = Multimedia Center - ATI's program for running TV
Software

When I run the "PC Test" - I get message saying something
like "Direct X version 8.2 or greater (9.0 or greater for
MMC 8.9) is not installed or not configured/installed
properly.

I also get message saying Capture Drivers not installed.
But I installed all drivers from CD (and when trying MMC
8.9 all UPDATED drivers from website)

I installed Direct X 9.0 again after I got this message
but it still does not work.

I also installed Direct X patch:
NTSC-J, PAL, and SECAM TV Tuner Hotfix for DirectX 9.0b on
Windows 2000, Windows XP, and Windows Server 2003
(KB825116)

and this still does not fix the issue (under wither MMC
version).

Everything seems to work fine with the application (7.9)
except for recording. When I record I get good picture
but very staticy sound. With application version 8.9 I
get a severe echo when playing TV.

For 8.9 when the TV Plays/loads it changes the settings
input on my sound bar/application - to (I think it was)
wav input instead of Line In. and when the Sound played
with this new setting I could hear it but the sound was
really faint with major static. If I change the sound bar
settings to "Line In" then there is a major lag in sound
vs. video (looks like a really bad Japanese movie!) if I
turn the other one back on (wav or something) The sound
is still off compared to video, and then there is a major
echo!

So I am unsure if the application not recognizing DirectX
is causing the problem or if it is something else entirely.

Any help would be appreciated.

After the update to DX, you might want to reinstall the application.
This helped with older versions of DX.
