turning off address bar above taskbar

hi, could anyone tell me how i keep getting this bar above my task bar turned
on, and more importantly how can i turn it off? im talking about the one that
shows the the addresses and then says "DONE". i dont know how it keeps
getting turned on

This is not part of XP. You must have a third-party toolbar installed,
possibly one from Yahoo or Google Desktop. Right-click on the toolbar and
see if that gives you a clue. Otherwise, start Task Manager (right-click on
an empty area of the Taskbar, left-click on Task Manager) and see what is
running.

You don't give us much to go on, but I think you mean the status bar on
your web browser. To turn it off, go to the menu bar at the top of the
page (The one that says File Edit View etc) click on View and
untick the Status Bar. If you are using IE7 you may not have this menu,
instead, click on Tools, Toolbars, and untick Status Bar.

It may keep getting turned on if you don't close your browser by
choosing File, Exit, as it won't save your settings, and will redisplay
the status bar next time you start the browser.

Assuming you're referring to Internet Explorer: View | Status bar (uncheck)
