turn off tooltips

Whenever I roll my mouse over any button, icon, filename,
picture, ANYTHING on my desktop or in a window or in an
application, etc., I get a little yellow sticky-note
popup (otherwise known as a "tooltip"). These are VERY
ANNOYING because they tend to cover over things I am
trying to read. Several people have helped me turn them
off here and there, but I'd like to be able to turn them
off ENTIRELY for all apps throughout Windows. There
needs to be a Control Panel option to customize Windows
and turn off tooltips. Does anybody know someone
important enough at Microsoft to be able to suggest they
put this change into the next release of Windows?

There's no one place to turn off all of the tooltips. In Windows, use
Folder Options> View. Uncheck "show file size information in folder tips"
and "show popup descriptions for folder and desktop items."

Many applications have settings within their preferences/options menus that
control the display of tooltips within that program.

Another way around To remove ballon tips
Run Regedit go to
HKEY_CURRENT_USER\Software\Microsoft\Windows\Current
Version\Explorer\Advanced and set or create the
REG_DWORD value Enable Ballon Tips as 0

A good registry edit to suggest (thanks) but that still won't get all of
them, Ian.
