Turn off HD does not work

Hi again. I am having difficulties getting my pc to shutdown after an hour,
I go to
Power Options Properties, set Power Schemes to 'Home/Office Desk' Turn off
monitor after 1 hour and then Turn off Hard Disks after 1 hour but it just
doesn't work. There was only one occasion that this actually worked (a few
weeks back) but now it doesn't work at all, any way of getting a solution for
this problem? Thank you!

Those settings won't turn off the computer, just the monitor and hard drive.
