Turn off balloons

Does anyone know how to disable Windows warning balloons?

One of my users stuck her humidifier near the front of her PC. The result
was she soaked the USB license stick that was plugged into the front port so
bad it was DRIPPING! Another tech found it and told me about it. The license
key stick had to be plugged into the back for it to function. So the front
USB panel is toast.
But Windows keeps popping up balloons saying it has an unknown USB device.
I went into Device Manager and uninstalled the "unknown device" and
rescanned. It just keeps finding it, won't ask for any driver, and goes into
perpetual balloon pop-up purgatory.
So I disabled the "unknown device" in Device Manager, but that only cut the
number of balloons in half. About every minute Windows feels the need to tell
me that the disabled USB device is "unkown".
So I yanked the cable to the front USB panel, but the messages continue. I
ran through the uninstall/rescan/disable routine again, and it still does it.

This wouldn't be so bad but my company insists on extremely complex, custom
installations on every PC. No two are alike. This one is worse than the
usual. Rebuilding this one will take a week, including testing. I'd rather
just pop the balloons. The back USB ports work fine.

Any help would be much appreciated.

Didn't find it in registry so I Googled "EnableBalloonTips" and found it!
Thanks for the pointer!
For anyone else, you go here:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced\
And you create the new key:
EnableBalloonTips
Leave the default setting at "0X00000000"
