trying to run Ncpa.cpl with runas

When launching ncpa.cpl with runas, explorer is
launched. If the ncpa.cpl is launched it opens to the
network Connections properties. Any suggestions on how I
can get ncpa.cpl to be launched with runas?

This is a known issue that is still being examined, at this point there is
no simple solution.
