Trouble with System Restore

I have been having problems with my computer acting as if it is stuck in
restart mode. Finally I got out my system restore disks and am trying to
restore. I am now getting the message at the end of restore saying that I
have a file that is missing or corrupt. It is.... system32\hal.dll I
tried running the disks again and keep getting the same message. How can I
fix this? It will not let me start up windows. Any help will be greatly
appreciated.
