Trouble with SP4 Install

I have been trying to isntall SP4 on a Windows 2000 Server SP3 server a few
times now and I am consistently getting the same error.

The error message is here, and occurs about 75% of the way into the install.

The server has Virus scan software installed, but I did disable it prior to
attempting the SP install.

I have tried to install from the express install, and network install,
getting the same error.

Nothing gets entered into the Event Log concerning the install.

Any ideas, or further information you might need to help me troublshoot
would be fantastic.

The error appears during wzcsetup.exe action:

Starting process: C:\WINNT\system32\wzcsetup.exe /i /P
Return Code = 2148467211

This process wzcsetup.exe is used to install and uninstall the wireless zero
configuration service (WZCSVC).

Typically this issue is corrected if you install the last version of
WZSsetup.exe in standalone (updated in 313664), reboot and then apply the
SP4.
http://support.microsoft.com/default.aspx?scid=KB;EN-US;313664

If this does not work after the 313664 you may have registry inconsistancies
that prevent the system to make wzcsetup to works fine (typicaly files or
driver that appeared unsigned for the system even if they are).
To check this point you should call the Microsoft Support.
