Trouble with effects not showing

I am creating pages without themes and have created a
template with the banner and hover buttons I want on it.
When I look at the Preview of the template the buttons
glow and show the button text, but when I opened a new
page using that template, added some text and saved the
file as a Web page, the buttons just look grey and don't
glow or show the text. I'm stymied as to why. Can anyone
help? The banner is also not showing its effect (not sure
what it is called)It's a GIF file called 'astrbane'from
the StraightEdge theme.

Make sure you always have a web open (File Menu | Open Web) and not just a
page.

Hover buttons are no longer recommended because they cannot be 'seen' by all
browsers, even some IE browsers.
