Trouble Upgrading

I'm trying to upgrade from Win98se to XP Pro. I get the message "Setup
was unable to read from or write to drive C. If a virus scanner is
running, disable it then restart setup" I not only disabled it but
uninstalled it. Same message comes up. What do I do?
