Trouble setting discussion forum permissions from list

Have created a subweb discussion forum, and have set up a registration file
(webregisdata) in the root web "Private" folder that receives the input from
a registration input form (username/password etc.). This part works OK,
however, I cannot seem to get the "Permissions" on the discussion forum sub
web to accept usernames and passwords from the registration data file. When
I assign permissions in the discussion forum subweb the "Settings" page of
the Permissions menu works OK (assign unique permissions for this web), but
when I go to the "Users" page of the Permissions menu, I can only assign
(add) individual usernames/passwords. The Frontpage 2000 help sections talks
about a "Groups" selection in the "Users" menu, but I don't get that option.
Any advice??

Self registration is only supported on Unix Servers
- see the File New Page - User Registration Template for details of setting up the subweb permissions
