Trouble Contacting Secure Web Pages

I have Internet Explorer 6.0 and have updated with current
patches.
It was working fine then suddenly I can not connect to a
secure web page and receive the screen asking to refresh
but does not work.
Otherwise it works fine on non-secure web sites.
Any ideas?

someone says that norton security was accidentally changed
to not allow secure sites. so go into setting and reset.
