Trouble connecting to a machine running Remote Shell Service

Hi,

I'm using Win XP, SP 3. I just installed services for Unix 3.5,
including the remote shell service. I started the remote shell
service through the control panel and ran the "rshpswd" utility.
However, when I tried to connect from a remote (Mac 10.6.6) client, I
got timeouts

rsh machine_ip -l developer
machine_ip: Operation timed out

I verified the machine was reachable because I was successfully able
to telnet in to another service running on the machine.

Anyone have any ideas what the problem might be and how I can
troubleshoot this further?
