trouble after update

I successfully downloaded a Windows 2000 "critical
update". Took 1 1/2 hours! Noticed that now my "Start"
toolbar is lined up vertically on the right side of the
screen and only partially visible. Have tried every way I
can think of to change the toolbar and settings but
nothing has worked. What are these critical updates
anyway? Do I need to keep checking for critical updates
and download them?

You usually drag the tool bar to eg bottom of display
Critical updates are what they say, but then if you dont connect to the
internet then you probably dont need them.
