Trojan.Adwaheck virus

I have a compressed file named Counter.exe on my hard drive that is infected
with th Trojan.Adwaheck virus. Norton has been unable to either quarantine
or delete the virus. My question then, is the item called Counter.exe (the
file that is infected) part of Windows or is it something that was dropped in
my hard drive by some program? If I don't need it, I'll try to delete the
entire file. I'll check this board for replies. Thank you.
