tring to free up space on hard drive

I have deleted files & programs but did not gain much space next I used a
file recovery tool and found that I could recover over 2000 dose this mean
that they are still there if so is there a tool that will delete them and
give more space

Recovery software works a different way, and recovers file fragments on your
hd at the disk level.
If your that low on disk space buy a 2nd hd and use as a slave
PS I hope you uninstalled programs and not just deleted them
