Tray Icons Not Ever Hiding

Well, they used to hide themselves.
You know, after some unknown length of time, icons begin to disappear from
the tray and hide.
Mine used to do that.
Now they are permanently stuck there.
And that little arrow is not there either
Yes. its checked. (that check box in taskbar properties to hide inactive
icons.)
..
But if I customize and, 'always hide', an icon, it does hide and the little
unhide arrow appears.
But the rest of the icons in the tray just keep on sitting there.
Any ideas?
Sounds to me like the time setting has been changed that triggers the hide
routine.
Anybody know where its located?
