On 98 I used to use a small program which made the text box under the icons
on the desktop transparent so you could see more of the desktops wallpaper-
it was transparent by www.pobox.com/~jayguerette/transparent - it's no
longer there, but is there any equivalent for use with XP that anyone can
recommend?

WinXP will do that natively if you do not use web items on the desktop.

Yes.
The checkbox found here:

Control Panel --> System --> Advanced tab --> Settings button under
"Performance" --> "Use drop shadows for icon labels on the desktop".

Could be you are using a Windows XPified control panel.. so..

1. Click Start, and then click Control Panel.
2. Click Performance and Maintenance, and then click System.
3. On the Advanced tab, click Settings under Performance.
4. Click to check the Use drop shadows for icon labels on the desktop
check box, click Apply, and then click OK two times.
5. Close Control Panel.
