Transferring Favorites

Is there a way of transferring IE Favorites from an old
machine running Windows ME to a new machine running
Window XP, Home Edition?

Sure. In IE File>>Import and Export

Export favorites and save them to a CD or floppy.

copy the favorite folder to a blank floppy.
