Tracking Permission changes on Outlook Calendars

I have a user who is asking where they can find out who changed permission on
their Outlook calendar. Here is the scene. User A has read only permissiosn
to a calendar one week and the next week User A is an owner. Where can I
track who made the change to user A's permission?

You will not be able to. However, maybe a better solution could be found.
- Why is the OWNER changed weekly?
- What is the ultimate goal of this procedure?
- What is being accomplished by doing this?
