Tooltips not display long enough

My father has Windows XP Home. When he hovers over an icon, the
tooltips dont display long enough to read it fully. This is true in
the system tray as well as other windows. How can I increase the
time?

Hi Brian,
Try to Right click on Desktop and select Properties, on the Display
properties click on Appearance Tab.
Then click on Effects button there see if there is an option for timing
(sorry I don't have the XP to compare) or change the way the tooltips can
display.
Another through the registry:
Open the run command and type:
regedit click [OK].
On the Registry Editor locate this KEY:
[-] HKEY_CLASSES_ROOT\* = look in the right pane/window ad see the settings
for the Tooltips.
Try the power toy from here as another resource.

Also be sure the Video driver is the right one for the Video is installed,
that can effect the display feature on the monitor.

Thanks for all the suggestions, but nothing worked. The balloon tip
seems like its the balloons that popup once in a while and not the
toolbar tips.

I tried reinstalling the driver, no luck. I will see if there is an
updated driver.

Any other suggestions?
