Toolbars not appearing as selected

I have a user with Excel 97. When she opens ANY Eecel doc, the Worksheet
Menu Bar is undocked about two thirds up the left side of the screen. She
has to drag it into place, then select View -> Toolbars to get Standard and
Format toolbars in place. Now after all that, whether she saves the document
or not, the next excel doc she opens, she has to do the same thing. Is this
the .xlb file being corrupt that is doing this? I tried resetting the
toolbars, but it didn't help at all.

Strange that the steps you've taken haven't fixed it. The next step is to
delete or rename the XLB with Excel closed. The XLB should be found in the
Windows folder (given this is XL97) with a name like <username>8.xlb.
