toolbars in the taskbar

I can't add any toolbars to my (not locked) taskbar. The
area where I could usually click things like "Quick
Launch" or "New Toolbar" is just gray...

Anybody got any suggestions??

Could be a policy set not to allow that. Are you on a domain?
