Toolbar

My son got a hold of my computer and got my toolbar to be half way across my
screen and I can't get it back to normal. Ive done the whole "pulling it by
th arrows thing" and its NOT WORKING!! i can move it left to right. but i
cant get it to go back down to the bottom! help!
